be observed that the Japanese Consul-General shows some sign

of desiring the railway to be reopened, provided that a

formula can be found to dissociate such a reopening entirely

from other railways in China so that no precedent would be

created. In Lord Halifax's view it is undesirable that His

Majesty's Government should suggest any such formula, but he

would propose, subject to the concurrence of Mr. Secretary

MacDonald, to telegraph to His Majesty's Ambassador at

Shanghai in the sense of the attached draft. The concurrence

in this draft of the Lords Commissioners of His Majesty's

Treasury has also been invited.
